StelaNavis | The Small States Asset Class

Where Futures Take Shape

The Making
of a Market

Some of the world’s most consequential conversations happen on international stages. Others begin with two people sitting across a table.

We know the value of both.

StelaNavis is building relationships across borders, participating in the world’s leading financial forums and meeting directly with the leaders of Small States. Every conversation brings new perspectives, new possibilities, and greater momentum to the emerging Small States asset class.

A New Asset Class Gains Recognition at
the World Bank Group’s Small States Forum

Oct 2026 | Bangkok, Thailand

StelaNavis was invited to attend the 27th Small States Forum, held during the 2026 Annual Meetings of the World Bank Group and International Monetary Fund in Bangkok, Thailand.

The Forum brought together Finance Ministers, Central Bank Governors, World Bank leadership, and development partners to explore ways to strengthen Small States economies. A central theme was the need to attract more private investment, create jobs, and build long-term economic resilience.

Among the ideas gaining attention was the Small States Asset Class, a new investment category conceived and developed by StelaNavis (formerly SAC International) to recognize and unlock the collective economic potential of the world’s smaller economies.

Junaid Kamal Ahmad, Vice President of the Multilateral Investment Guarantee Agency (MIGA), made a compelling case for this approach. He argued that traditional credit models often disadvantage smaller economies simply because of their size, overlooking their adaptability, administrative agility, and economic potential.

By bringing these economies together as a recognizable investment category and using credit guarantees to reduce perceived risk, Dr. Ahmad outlined a path toward attracting private capital for infrastructure, clean energy, and sustainable development.

In his remarks, Dr. Ahmad specifically acknowledged SAC International (now StelaNavis) as the organization that conceived, named, and defined the Small States Asset Class, recognizing our efforts to establish this emerging investment category.

For StelaNavis, the recognition marked an important milestone. A concept developed to change how the world sees and invests in Small States was gaining attention among the institutions and leaders capable of helping turn that vision into reality.

And for Small States themselves, it signaled something even more consequential: the possibility of being recognized not simply as individual economies constrained by their size, but as a collective economic force with the potential to attract investment on an entirely new scale.

Finance Ministers, Central Bank Governors, World Bank Group leadership, and international development partners gathered in Bangkok for the 27th Small States Forum.

Together, Small States are shaping policies and investment strategies that strengthen their resilience, economic independence, and long-term prosperity.

2026 Arctic Circle Assembly

Exploring a New Future
for Arctic Investment

Oct 2026 | Reykjavík, Iceland

StelaNavis joined political leaders, scientists, investors, and Indigenous representatives from more than 70 countries at the 2026 Arctic Circle Assembly, the world’s largest annual gathering dedicated to Arctic affairs.

The Assembly brought together approximately 2,500 participants to address accelerating climate change, shifting geopolitics, and emerging opportunities in energy, infrastructure, and trade.

Adnan Hassan, Founder and CEO of StelaNavis, participated in two roundtable discussions: A New Model of Arctic Investment and Arctic Sovereign Intelligence: AI & the Future of Finance.

Both explored ideas central to StelaNavis’s mission: how new approaches to finance, sovereign intelligence, and investment can help smaller economies attract capital, manage risk, and pursue their development ambitions.

The Arctic offers a compelling example. Its smaller economies possess extraordinary natural resources, strategic importance, and economic potential, yet face challenges that traditional financial models do not adequately address.

The Assembly gave StelaNavis an opportunity to share its perspective, exchange ideas with regional leaders, and explore new relationships.

As the Arctic navigates a rapidly changing future, StelaNavis sees an opportunity to help its smaller economies turn their distinctive strengths into lasting economic advantages.

More than 2,500 political leaders, diplomats, scientists, Indigenous representatives, and business executives from over 70 countries gathered in Reykjavík to address the Arctic’s most pressing challenges and explore opportunities for cooperation, investment, and sustainable development.

Dr. Pippa Malmgren, geopolitical economist and former presidential advisor; Adnan Hassan, Founder and CEO of StelaNavis; and Patricia Geli, Managing Partner of C10 Labs, explore the role of artificial intelligence in the future of Arctic finance during a discussion on Arctic Sovereign Intelligence: AI & the Future of Finance.

Turning Sovereign Intelligence into Practical Solutions

Sep-Oct 2026 | Mbabane, Eswatini

At the invitation of the Honourable Neal Rijkenberg, Minister of Finance of the Kingdom of Eswatini, a StelaNavis delegation visited the country to explore how AI could improve financial decision-making in Small States.

Working with the Minister’s team, StelaNavis explored how StelaNavis Cortex, an AI-enabled data commons designed for Small States, could support everyday financial management, long-term planning, and investment.

Discussions with Ministry directorates revealed a common challenge: valuable financial information scattered across departments, systems, and reports, making timely, informed decisions difficult.

The team demonstrated an early StelaNavis Cortex prototype that brought information from different sources into a unified intelligence layer without replacing existing government systems. It showed how AI could help finance ministries monitor obligations, anticipate financial pressures, and make better-informed decisions.

Conversations also explored investment collaboration, sovereign funds, and cultural initiatives, reflecting StelaNavis’s broader ambitions.

The visit marked an important step from concept toward practical application. Insights gained in Eswatini will help shape StelaNavis Cortex around the real needs of Small States.

What began as an effort to improve financial visibility could lead to something much larger: a shared intelligence network that helps Small States learn from one another, attract investment, and turn better information into better economic futures.

The New Rules of Power:
Why Small States
Matter More Than Ever

Sep 2026 | Washington DC

Adnan Hassan, Founder and CEO of StelaNavis, delivered the keynote address to Nordic and Baltic business leaders participating in Miltton’s Access Washington program.

Organized by Miltton, the leading Nordic advisory firm, Access Washington offers senior business leaders an inside look at the policies, institutions, and decisions shaping the global economy.

Mr. Hassan’s keynote, The New Rules of Power: Why Small States Matter More Than Ever, challenged conventional assumptions about size, strength, and economic influence. He explored how adaptability, cooperation, and interconnectedness give Small States important advantages in a world of growing geopolitical competition.

He highlighted the Arctic, where smaller economies possess considerable resources and strategic importance, yet risk being overshadowed by larger powers.

For StelaNavis, the invitation offered an opportunity to share its vision with Nordic and Baltic leaders whose economies have much at stake in the changing global order.

As economic and political relationships evolve, Small States have an opportunity not simply to adapt to the new rules of power, but to help shape them.
